If a country wanted to oppose the "Western Hegemony" it does seem Russia is the only possible contender. For a nation to do this they need to have population, size and natural resources. If you're too small you have no influence or worst you can be conquered like Libya. China has muscle but I can't imagine any Chinese caring about this. Since they're still communist in name they also don't have a clean break with their past like Russia.
This interview makes me want to read his book The Fourth Political Theory. I will add that to my list.
